The current Emergency Management Program in Kansas stems from two major legislative initiatives: the Federal Robert T. Stafford Disaster Relief Act, as amended, and Chapter 48, Article 9 of the Kansas Statutes Annotated.

Crisis City, located eight miles southwest of Salina, Kansas, was developed to fill the need to enhance the state’s capability to defend against terrorism threats and respond to disasters and emergencies.

Kansas Incident Support Program
The Kansas Incident Support Program is designed to provide assistance to incident commanders in the field via an incident support team and/or emergency managers in the emergency operations center.

Office of Emergency Communications
Serving as staff for the Kansas SIEC, the Emergency Communications Section works closely with public-safety practitioners throughout our state and nation to implement the strategies of the Statewide Communications Interoperability Plan. The Emergency Communications Section provides communications-related technical assistance to responders in the areas of planning, training, exercise, technology, and project development / implementation.

Planning & Mitigation Bureau
Kansas Division of Emergency Management's Planning and Mitigation Bureau works with municipal, state, federal, and non-governmental organizations, and private-sector partners on a variety of emergency management planning and mitigation issues.

Preparedness Bureau
The Preparedness Bureau works closely with local, state, federal, volunteer, and private sector partners in efforts to assist processes for identifying priority capabilities and that defines common solutions by tailoring activities that can achieve optimal and reasonable levels of preparedness.

Response & Recovery
The Kansas Division of Emergency Management has combined the Response Section and the Recovery Section with the State Emergency Operations Center (SEOC) to form the SEOC & Response / Recovery Section.
